October 13, 1775 the 2nd Continental Congress made a resolution to start a Navy After the end of the war the Navy was disbanded. (Bad move but 20/20 hindsight!) Let's not do it again! The Navy was used mostly for moving troops and equipment and some blockades if possible. Then later in the War, John Paul Jones decided to put a thorn into Britons side by bringing the War to them. This helped to make the War more unpopular, hitting their English ships and English shore was not thought to be part of the bargain made with King George. Knowing that their enemy the French were coming into the confrontation on the colonies side made this War too close for comfort and Parliament was starting to rethink the issues. It did not take long to see we needed the Navy back when our shipping was getting attacked by Barbary Pirates. In 1794 President George Washington created the Naval Act, which created the permanent standing Navy.
